Working Together for a Circular Future
The Circular Alliance of Regions (CARe) is a global initiative uniting regional frontrunners in the circular economy. By joining forces, regions from around the world share knowledge, exchange best practices, and collaborate on accelerating the transition to a sustainable, circular society.
CARe brings together a growing number of regional networks, programmes and alliances that are actively working to close material loops, reduce environmental impact and foster systemic change through circular thinking.
A key priority within CARe is the further development of monitoring tools tailored for regions. By jointly developing data frameworks, tools, and methods, regions can better understand their progress and identify impactful next steps. Participating regions include:

Circle Economy is a supporting partner for CARe

Together, these regions form a learning and action-oriented alliance. The ambition to collaborate across borders, co-develop circular strategies and projects, and amplify each other’s impact by sharing tools, data, and insights has started!
Growing the Network
CARe aims to expand its reach and impact through a joint declaration of intent. This shared commitment will formalise the alliance and open the door for more regions to join in the coming years. The declaration will highlight common goals, guiding principles, and opportunities for joint actions.
Why Regions Matter
Regions play a crucial role in the circular transition. They connect local ecosystems, businesses, governments, and citizens—making them powerful changemakers. Through CARe, regional pioneers can scale their efforts, learn from international peers, and jointly tackle global challenges with local solutions.
The Next Step
The Circular Alliance of Regions launch is on the 15th of May 2025, marking an exciting beginning for international collaboration on circular development. However, to grow into a truly valuable and effective network, further steps are still needed—such as shaping the joint ambition, strengthening coordination, and creating mechanisms for knowledge exchange. These building blocks will help ensure that CARe becomes a powerful driver for regional impact worldwide.
What We Look For in New Partners
To join the Circular Alliance of Regions, we seek regions that share our mindset and ambition. Essential conditions include:
✔ Regions: All members are subnational public bodies; either a province, state or metropolitan area (Eurostat Nuts 3 level)
✔ Public-private: All members have a public-private cooperation in place that can showcase concrete results.
✔ A clear ambition: All members have publicly expressed their ambition to move to a more circular economy. This ambition is periodically measured via the Circle Economy monitoring framework.
✔ Convene & share: Every year the members convene at the World Circular Economic Forum to share failures, successes, examples and circular data.
