Friesland is a worldwide frontrunner in the circular economy

Research Results on the Frisian Approach Revealed

Leeuwarden, May 15, 2025 – Friesland confirms its status as a frontrunner in the circular economy. The Circularity Gap Report Fryslân, published today by Circle Economy, shows that Friesland performs remarkably well on both national and international levels based on its regional transition program—making it a true example for others. The findings are being presented today at the World Circular Economy Forum (WCEF) in São Paulo, where Friesland becomes the first province in the world to share its circular achievements on this global stage. A new coalition is also being launched, uniting regions from across the globe to accelerate the circular transition together.

The Frisian Approach as a Practical Example

This milestone shows that a regional approach can resonate far beyond national borders. Friesland proves that collaboration and decisive local action can truly make a difference. The research conducted by Circle Economy, a globally recognized independent organization specializing in circularity monitoring, not only offers insight into Friesland’s circular efforts but also presents a practical, scalable model for other regions to accelerate their own circular transitions. The report is based on seven pillars, evaluating economic, environmental, and social aspects.

Above-Average Material Reuse

Friesland’s circularity metric—the percentage of reused materials in total material consumption—stands at 10.6%. This means over one-tenth of the resources used in the province are recovered and reused. With this figure, Friesland is not only a national leader but also an international example. In comparison, the Dutch average is 9.8%, and the global average just 6.9%. There remains a major challenge to significantly increase reuse percentages worldwide in the coming years. While some indicators, such as the material footprint, still require improvement, Friesland demonstrates that regional-scale impact is absolutely possible.

The Frisian Mindset: Collaborate and Just Do It

What makes Friesland unique is the so-called “Frisian approach”—a mindset of collaboration, sharing, and above all: action. The region has been working for over ten years with the Triple Helix model, in which businesses, governments, and knowledge institutions closely collaborate on circular solutions. More than 180 partners are now part of Vereniging Circulair Friesland, the organization leading the regional transition program. This culture of cooperation drives innovation, fast implementation, and deep engagement from local businesses. Friesland focuses on sectors with the highest potential impact, such as construction, infrastructure, water technology, agrifood, and circular plastics.

A Sustainable and Supportive Business Climate

With 25.4% of its energy coming from renewable sources, Friesland demonstrates strong sustainability performance. The region also scores highly on economic competitiveness: it ranks 117 on the EU Regional Competitiveness Index, which measures how well a region supports businesses, including those in the circular economy. This high score reflects Friesland’s strength in innovation, infrastructure, and a robust, future-oriented business climate.

Examples: The Fryske Vezelhennepdeal and Omrin

The report includes several examples that illustrate the Frisian approach in action. One is Friesland Bouwt Circulair, a program driving circular and biobased construction in the region. In cooperation with municipalities and housing corporations, more than 40 construction projects are being guided to meet strict circular criteria in design, material use, energy, and water. A key initiative under this umbrella is the Fryske Vezelhennepdeal, through which local partners commit to using locally grown hemp fiber insulation in at least 1,000 residential construction and renovation projects.

Another standout example is Omrin, Europe’s leading publicly owned waste processor. Omrin contributes to a circular future by turning waste into resources for more than 1.5 million people and 10,000 businesses. With a remarkable waste separation rate of 78%—well above the Dutch average (57%) and the EU average (49%)—Friesland is leading the way.
